India-Vietnam Aviation Agreement 2026: What the New Air Connectivity means for Travellers
On 17 and 18 September 2026, India and Vietnam agreed to increase air-transport capacity between the two countries. According to the Vietnam News Agency, the weekly passenger seat limit rises from 8,000 to 16,800, with immediate effect. That doesn't put new flights on sale today. What was agreed
The Civil Aviation Authority of Viet Nam (CAAV) held two days of consultations with a delegation from India's Ministry of Civil Aviation. CAAV Director General Uong Viet Dung and Additional Secretary Puneet Kansal co-chaired. Airlines sat at the table on both sides: Vietnam Airlines, Vietjet Air and Sun PhuQuoc Airways, alongside IndiGo, Air India and Akasa Air.
After reviewing demand and current operations, the two sides agreed to increase capacity so airlines can expand services for both passengers and cargo. It is the second increase to the bilateral seat quota since 2024.
The seat limit, explained simply
Flights between two countries run under a bilateral agreement that caps how many seats airlines may offer each week. When airlines fill that allowance, they cannot add flights no matter how much demand exists. That is where India–Vietnam had arrived: airlines on both sides had used, or nearly used, their existing traffic rights.
Capacity is permission, not a timetable

Why the increase was needed
CAAV says the capacity agreed in 2024 had become one of the factors limiting airlines' expansion. The first-half 2026 numbers show why.

How it got here
The consultations followed General Secretary and President To Lam's state visit to India in May 2026. The Joint Statement from that visit welcomed stronger direct air services and encouraged both aviation authorities to consult on enhancing connectivity. September's agreement is that follow-through.
